Swaran Singh Committee Recommendations

The Swaran Singh Committee was constituted to review the existing framework of Fundamental Duties as laid down in Article 51A of the Constitution. The committee examined whether the list of duties adequately reflected the evolving social, cultural, and environmental challenges facing the nation. Its recommendations included:

• Enhancing the language of the duties to make them more specific and actionable.
• Emphasizing the duty of citizens to protect and improve the natural environment, thereby reinforcing existing directives in Article 51A(7).
• Incorporating aspects of national integration and cultural preservation that address contemporary social challenges.
• Recommending that awareness programs be instituted so that citizens understand and internalize these moral obligations.

Although the recommendations did not result in an immediate constitutional amendment, they sparked a broader debate on the role of Fundamental Duties in promoting responsible citizenship.
