Central Information Commission vs. State Information Commissions

Subject: Polity

Book: Indian Polity by M. Laxmikanth

Both are statutory bodies constituted under the RTI Act. The Central Information Commission (CIC) handles central public authorities (ministries, PSUs), while each State Information Commission (SIC) addresses state departments. Each can summon records, instruct disclosure, and penalize errant officials. However, overlapping jurisdiction can arise for joint ventures or union–state coordination. Appeals to courts are possible if citizens dispute decisions. Critics allege diminishing independence from political influence, meager staff, and backlog of appeals hamper effectiveness. Collaboration between CIC and SICs fosters coherence, ensuring citizens across India exercise the right to information with minimal bureaucratic friction.
