Governor of a State

The Governor’s functions include summoning the state legislature, giving assent to bills, and handling recommendations for President’s Rule if constitutional machinery fails. However, discretionary powers exist, such as reserving a bill for the President’s consideration or sending a report to the center. Critics argue that the office can be misused for partisan ends. Yet, an impartial Governor fosters good center-state relations and upholds constitutional values within the state.
