Governor of a State

A state’s executive head, appointed by the President, serving at the latter’s pleasure. The Governor’s functions include summoning the state legislature, giving assent to bills, and handling recommendations for President’s Rule if constitutional machinery fails. As a nominal head, the Governor typically acts on the advice of the state’s Council of Ministers. However, discretionary powers exist, such as reserving a bill for the President’s consideration or sending a report to the center. Critics argue that the office can be misused for partisan ends. Yet, an impartial Governor fosters good center-state relations and upholds constitutional values within the state.
