The intermediate tier in the Panchayati Raj structure, operating at the block or taluka level. Composed of representatives elected from various Gram Panchayats, along with members from reserved categories. The Block Development Officer and other officials assist in planning and executing development programs—agriculture, health, education, social welfare. Panchayat Samiti coordinates resources among Gram Panchayats, addressing problems that transcend village boundaries. State or central grants fund the Samiti’s projects. Efficient functioning can elevate rural livelihoods and better integrate local plans with district or state policies. However, success hinges on adequate administrative capacity, funding, and collaboration with lower and upper tiers.
