State Public Service Commission (SPSC)

A constitutional body in each state (Articles 315–323), analogous to UPSC at the central level. It conducts recruitment for state services such as administrative, police, and forest officers, and advises on promotions, transfers, and disciplinary actions. The Governor appoints SPSC chairpersons and members. They enjoy security of tenure, removable only by the President. SPSCs follow a transparent selection methodology, ensuring professional competence in state bureaucracies. They coordinate with UPSC for joint recruitment or case references. Challenges include occasional resource constraints and external influences. Nonetheless, SPSCs remain a cornerstone for building robust state-level governance through merit-based appointments.
